Assigning permissions in Microsoft Partner Center Setup

This article guides you through assigning the necessary roles in the Partner Center Portal for the Microsoft Entra Application.

To enable API capabilities such as Payout Configuration, the Developer and Finance Contributor roles must be assigned to the Microsoft Entra Application in Partner Center. Additionally, this guide covers the process of assigning the Referral Admin role, which is required for Microsoft Co-sell functionalities

Assign Developer and Finance Contributor Role

Once the Microsoft Entra application is created with the required permissions, we need to assign the Developer & Finance Contributor role in Microsoft Partner Center by following the below steps:

Note:

To perform the steps mentioned below, the required role on the Microsoft Partner Center should be Manager or Owner

  1. Log in to the Microsoft Partner Center.

  2. Click on Settings (gear icon) and select Account settings.

  3. Click on User Management from the Left menu.

  4. Go to the tab Microsoft Entra applications and click on Add Microsoft Entra Application.

  5. Select the Add Microsoft Entra Application and Click Continue.

  6. Search for the ‘Microsoft Entra Application’ with its name that you have created in the previous step and click on Next.

  7. Select the roles Developer and Finance Contributor.

  8. Click on Add after selecting the check box.

Once these steps are completed, your Microsoft Entra Application will have the Developer and Finance Contributor roles assigned in Partner Center, ensuring it has the necessary permissions. This finalizes the role assignment process across both the Microsoft Azure Portal and Partner Center.

Assign Referral Admin Role

Once the Microsoft Entra application is created with the required permissions, we need to assign a Referral Admin role for MS Co-sell in the Microsoft Partner Center by following the below steps:

Note:

To perform the steps mentioned below, the required role on the Microsoft Partner Center should be Global Administrator

Referrals Admin Role to the New User :

  1. Log in to the Microsoft Partner Center

  2. Click on Settings (gear icon) and select Account settings

  3. Click the User Management from the left menu.

  4. Go to tab ‘Users’ and Click Add user 

  5. Select any of the option while adding the user 

  6. Make sure you are assigning any one of the following roles to the user: Owner, Manager (Windows), Developer, Business Contributor, Finance Contributor, Marketer 

  7. After assigning the role, select Manages your organization's referrals for one or more locations under Roles applicable to partner programs 

  8. Select Referrals Admin under Entire Organization 

  9. Click on Update.

Adding Referrals Admin to the existing Partner Center Account / User :

If you are adding the Referrals Admin permission to the user who is already in Partner Center, then you need to first select the user and then follow the below steps: 

  1. Log in to the Microsoft Partner Center

  2. Click on Settings (gear icon) and select Account settings

  3. Click the User Management from the left menu.

  4. Go to tab ‘Users’ and Select the user to whon you want to assign Referrals Admin Role

  5. Select Manages your organization's referrals for one or more locations under Roles applicable to partner programs 

  6. Under Entire Organization, Select Referrals Admin 

  7. Click on Update. 

Once these steps are completed, your Microsoft Entra Application has a Referral Admin role in the Partner Center.
